and background of the case:

The Appellant vide RTI application dated 06.07.2017, sought information on seven points which is as follows:-

1. What is the promotion policy for Executives in BAP/BHEL/Ranipet?

2. What are the elements considered for promotion and it's weightage?

3. In the executive promotion from grade E5 to E6 how many people were considered for promotion in the year 2017-18?

4. How many were selected/promoted?

5. Copy of the DPC(department promotion committee) proceedings

6. Number of DPC meeting conducted & copy of MOM.

7. Rank list with the marks/weightage awarded to each nominee.

PIO vide letter dated 05.08.2017 provided point wise information to the Appellant.

Dissatisfied with information received from the PIO, the Appellant filed First Appeal dated 21.08.2017.The FAA vide letter dated 23.08.2017 rejectedthe first appeal on the ground of details of first application were not attached therewith.Feeling aggrieved as dissatisfied, the Appellant approached the Commission with the instant Second Appeal.

Facts emerging in Course of Hearing:

The Appellant is absent despite service of notice. The respondent CPIO is present and heard. The Commission is in receipt of written submission dated 22.04.2019 received from the Appellant whereby he has sought unqualified leave to withdraw the present appeal.

Decision:

Permission to withdraw the present appeal is granted. The present appeal is dismissed as withdrawn. The file be consigned to record room.
