The appellant has sought the following information: A. Query on GRADUATION BATCH 2019 B. Des, KNITWEAR DESIGN (KD)- Provide a copy of the aggregate marks as attained by each of the students of KD Department, NIFT Kolkata, Graduation batch 2015-2019 as per the following:

1. Mark sheet of Internal Mentors and Internal Jury members for all students who graduated from batch of 2015- 19 - both Graduation Project and Design Collection.

2. Final mark sheet of external jury members for the above candidates in the Final Graduation Jury (External) held on l6th and 17th May 2019 at NIFT Kolkata.

3. And other related information.

B. Query on Students of the Year and Extraordinary Service Awards for Graduating batch of 2019, NIFT Kolkata - Provide copies of all the documents w.r.t. the students of the Graduation batch 2019, who had self nominated themselves for the above awards, as per following:

1. Eligibility Criteria and heads of submission as specified, including marking criteria - as per norms published by NIFT H.O.

2. Details of candidature who submitted for both awards - all students who self nominated their candidature and their nomination details for eligibility.

3. And other related information.

Grounds for filing Second Appeal The CPIO did not provide the desired information.

Submissions made by Appellant and Respondent during Hearing:

The appellant submitted that she is not satisfied with the reply of the CPIO. However, she failed to demonstrate any larger public interest in this case. The CPIO submitted that a suitable reply was given vide letter dated 27.09.2019 and there is no merit in this appeal.

Observations:

Based on a perusal of the record, it was noted that the CPIO vide letter dated 27.09.2019 provided the marks scored by the appellant. However, the rest of the students marks were not disclosed claiming exemption u/s 8 of the Act.

The FAA vide order dated 01.11.2019 specified the exemption claimed and denied the information u/s 8(1)(j) of the RTI Act. The Commission finds no flaw in the CPIO's reply. The appellant should have demonstrated larger public interest in this case to claim exception. In case she is not satisfied with her own result she had to approach the respondent administratively and not under the RTI Act.

Decision:

In view of the submissions of the CPIO, the Commission finds no scope for any intervention in the matter and accordingly upholds the submissions of the CPIO. No further action lies.

The appeal is disposed of accordingly.
