(2)there shall be a general reservation of 18 per cent and 2 per cent of such vacancies which are to be filled in by direct recruitment for members of the Scheduled Castes and Scheduled Tribes, respectively, in making appointment to services and posts in connection with the affairs of the State of Uttar Pradesh;
