Section 51(1) in Cuttack Development Authority (Planning and Building Standards) Regulations, 2001
(1)It shall be the responsibility of the builder or the owner of the building to ensure that the plinth is high enough to prevent rain/ drainage/sewerage water entering into the lowest floor.
