Section 3(2) in The Punjab Land Reforms Rules, 1973
(2)Where a person owns or holds land as land-owner or tenant in more than one tahsil, the Collector having jurisdiction in the area, where the largest portion of such land is situate, shall be the Collector within the meaning of sub-section (3) of section 3.
