(1)The Government shall constitute in every district, a District Planning Committee (hereinafter in this section referred to as the Committee) to consolidate the plans prepared by the District Panchayats, Panchayat Union Councils, Village Panchayats, [Town Panchayats,] Municipal Councils and Municipal Corporations in the district and to prepare a draft development plan for the district as a whole.
