The Director General shall, from time to time, notify in the Post Office Guide the conditions in force for the transmission of postal articles by the Foreign Post;Provided that the rules relating to inland registered newspapers shall be deemed to apply in the case of newspapers sent to any foreign county including Ceylon Nepal and Pakistan.
