(d)[ "Surveying Authority" means a Registrar of Sailing Vessels holding a certificate of competency issued under the Merchant Shipping Act, 1958, or recognised as equivalent thereto, or a Surveyor or a Naval Architect appointed by the Central Government and includes any person appointed as such by a Corporation or Association referred to in Cl.
