Section 21(iii) in Bihar Targeted Public Distribution System (Control) Order, 2016
(iii)The Sub Divisional Officer, under his territorial jurisdiction, shall issue ration cards in replacement of existing ration cards only when the existing ration card is lost or becomes unfit for use on account of being damaged or mutilated or is exhausted fully or where there are requests for modifications in the ration card.
