Section 48(1) in The Narcotic Drugs And Psychotropic Substances Rules, 1985
(1)Without prejudice to any action that may be taken under the provisions of the Act, the issuing authority may suspend or cancel a licence-(i)if the licence is transferred or sub-let without the prior approval of the issuing authority; or(ii)in the event of any breach of any condition of the licence; or(iii)if the licensee is convicted for any offence under the Act or under any other law relating to the narcotic drugs for the time being in force in any State.
