Background
1. The Applicant filed an RTI request dt.9.8.08 with the Sub Postmaster, DoP, Bhila, Durg(CG). He requested for copies of Kisan Vikas Patras and NSCs along with copies of of both KVP and NSC cash books etc. The Postmaster replied on 18.8.08 stating that the KVPs and NSCs were paid in 2007 and that the original certificates have been sent to audit section after discharge. The Applicant filed an appeal dt.1.10.08 with the Appellate Authority. The CPIO replied on 22.10.08 stating that the NSC and KVPs have already been encashed and there is no cash book for KVPs and NSCs. He also invited the Applicant to the office to discuss the matter but the Applicant did not respond. The Applicant then filed his second appeal dt.19.12.08 with the State Information Commission, Chattisgarh who in turn transferred the case to CIC vide letter dt.16.1.09 .
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the hearing for April 2, 2009.
3. Mr. Halim Khan, SSPds, DoP, Durg Division, Mr. J. Kanwar, AD(Staff) and Mr. G.P. Tripathi, D/A represented the Public Authority.
4. The Applicant was not present during the hearing. Decision
5. After hearing the submission put forth by the Respondents and after perusal of the documents provided and noting that the original certificates are in the Audit Section and that no duplicate certificates are available with the Post office, Bhilai, the Commission advises the Appellant to provide details of the NSCs and the KVPs such as Registration No., the names of the owners of the KVPS and NSCs etc. to the CPIO cum Sr. Supdtt. Of Post Offices, Durg Division, Bhilai within 5 days of receiving this Order and the CPIO , Bhilai to transfer this information along with the RTI request to the CPIO, Audit Section, Bhopal with a request to furnish the information directly to the Applicant by 30th April, 2009.
6. The appeal is disposed off.
