Section 18 in Criminal Court Rules of the High Court of Judicature at Patna
18.
In every [such] [Inserted by C.S. No. 23.] case the serving court shall satisfy itself that a valid service has been made or that there has been a failure of service and shall certify such opinion to the High Court with the reasons in case of failure. The certificate maybe endorsed on the process and it shall be accompanied by the return of service or of failure to serve the notice and the affidavit or solemn declaration of the serving officer.
