Section 15(5) in The University of Ladakh Act, 2018
(5)The Registrar of the Cluster University shall have power to realize and receive all moneys due to the Cluster University and sign and grant receipts for the same, to make all disbursements on account of the Cluster University and, subject to provisions of Statutes, sign such cheques or other instruments as may be necessary for the purpose.
