Section 4(6) in The Orissa Forest Shooting Rules, 1973
(6)No new roads or paths shall be made in any sanctuary or sanctum area except with the permission of the Conservator of the Forests. Construction of such roads or paths in parks shall require the approval of the Conservator of Forests.
