Section 273(3) in The Orissa Municipal Corporation Act, 2003
(3)With the sanction of the Corporation the Commissioner may, dispose of by sale or as the case may be exchange of any Corporation movable property the value of which exceed fifty thousand rupees or grant for any term exceeding three years a lease of any Corporation immovable property or lease or concession of any such right as aforesaid.
