Section 117(3) in The U.P. Kshettra Panchayats And Zila Panchayats Adhiniyam, 1961
(3)If a contract is executed otherwise than in conformity with the provisions of this Act or any rules framed for the purpose, it shall not be binding on the Zila Panchayat or the Kshettra Panchayat.
