(b)make grants-in-aid of any school referred to in [* * *] ['Section 63 or' omitted by Bihar Act 7 of 1954.] Section 64 or any other school, college or educational institution, for the purpose of providing buildings to be used as students hostels in connection with such school, college or institution, or for the purpose of maintaining and managing such hostels.
