Section 46(3) in The Orissa Veterinary Practitioners Rules, 1976
(3)The statement in the application shall also be verified by two certificates in writing to be given by two registered Veterinary Practitioners who are resident in the neighbourhood of the place where the applicant has been residing since the removal of the name and they shall testify to his present good character.
