Section 32(3) in West Bengal Shops and Establishments Rules, 1964
(3)On receipt of an application under rule 31, the referee shall, by issuing a notice in Form 0 call upon the applicant as well as the shop-keeper or the employer, as the case may be, to appear before him on a specified date not being earlier than fourteen days after date of service of the notice together with all relevant documents and witnesses, if any.
