Section 14(1) in The Merchant Shipping (Maritime Labour) Rules, 2016
(1)The ship owner shall ensure that each ship shall employ on board as per the safe manning document issued by Mercantile Marine Department from time to time so that the ships are operated safely, efficiently and with due regard to security under all conditions, taking into account concerns about seafarer fatigue and the particular nature and conditions of the voyage.
