Section 105(1) in Rajasthan Panchayati Raj Act, 1994
(1)A Panchayat Samiti or Zila Parishad may from time to time make bye-laws not in consistent with provision of this Act or the rules made thereunder, for carrying out the purposes for which it is constituted.
