(1)The [State Government] [Substituted for the word 'Provincial' by the Adaptation of Laws Order, 1950.] may, by general or special order, prohibit or regulate the construction of new, and regulate the use of existing, mills upon canals, and the appropriation of the water of canals for working mills.
