Section 89(3) in The Himachal Pradesh Panchayati Raj Act, 1994
(3)All members of Zila Parishad, whether or not elected by direct election from territorial constituencies in the district shall have the right to vote in the meeting of the Zila Parishad except in the election or removal of the Chairman and Vice-Chairmar only the elected members shall have the right to vote.
