(3)The books and periodicals shall be received through posts and the postal articles containing the books and periodicals shall first be opened by the Superintendent or any person authorised by him for the purpose and the delivery of the books may be refused by the Superintendent if, in his opinion, the books and periodicals are not suitable. Detenus may also purchase any other book or periodical, provided it is not banned or prescribed by the Government.
