(1)Every civil prisoner for whom a subsistence allowance is provided may be supplied with food, clothing, bedding and other necessaries by his friends at such hours as the Superintendent may from time to time fix in that behalf. When any civil prisoner is supplied with food, clothing and other necessaries by his friends, the subsistence allowance shall be made over to the prisoner.
