FACTS
Vide RTI dt 20.5.13, appellant had sought information on 6 points relating to Redressal of Grievances (ROG) put up by the appellant.
2. PIO, Integrated Hqrs, MOD (Navy) vide letter dt 24.5.13, transferred the RTI to Eastern Naval Command, Visakhapatnam for providing a response. PIO, Eastern Naval Command vide letter dt 29.6.13, observed that no information related to the case is held with the Unit and disposed of the RTI.
3. An appeal was filed on 10.7.13.
4. AA vide order dt 18.7.13, observed that untraceability of information is acceptable as ruled by the CIC order dt 4.7.2006 (CIC/AT/A/2006/00073). Nevertheless, PIO, HQENC was directed to relook into the case and provide any information, if available.
5. Submissions made by the appellant and public authority were heard. Appellant submits that he is seeking information relating to an ROG which was filed by him on 2.7.09 relating to alleged irregularities in promotions. PIO submitted that they have checked up from all the concerned units and found that no record was available. As the ROG submitted by the appellant was returned to him, the possibility of any record having been created does not arise. The appellant accepted that record may not be available but nevertheless wanted information relating to rules of the Navy relating to ROG.
DECISION 1
6. The Commission directs Commander TLP Babu, PIO, Eastern Naval Command, Visakhapatnam, to provide a copy of the rules/regulations relating to ROG, to the appellant within three weeks from date of receipt of the order.
The appeal is disposed of.
