Section 2(43) in Tamil Nadu Town and Country Planning Act, 1971
(43)'slum area" means any built up area-(a)where the buildings, by reason dilapidation, over crowding, faulty arrangement or design, lack of ventilation, light or sanitation facilities or any combination of these factors, are detrimental to safety, health or morals, and(b)defined by a development plan as a slum area;
