Section 97(3) in The U.P. Municipalities Act, 1916
(3)If a contract to which the foregoing provisions of this section apply is executed otherwise than in conformity therewith it shall not be binding on the [Municipality] [Substituted by U.P. Act No. 12 of 1994.].
