398. Civil authorities responsible for maintenance of established encamping grounds outside cantonment.

- District Officers are responsible for the maintenance in good order of all established encamping grounds, outside cantonments within their jurisdiction. These encamping grounds, when not occupied, should be kept clear and free from jungle growth and generally in order, as they are intended for the use of private travellers as well as troops, the expense of demarcating them is a charge upon the Civil Department, which is also responsible for seeing that the boundary pillars are kept in repair.At the commencement of the marching season, it is the duty of each District or Sub-divisional Officer, to see that every encamping ground within his jurisdiction is made clear and fit for the encamping of troops. Whenever movements are ordered, the Brigade Commander will intimate to the Civil Officers concerned the routes which will be used, in order that the wells, etc. may be thoroughly cleaned beforehand.On receipt of this notice a ministerial officer should be specially deputed to see that the grounds and wells, and also incinerators where provided, are in proper condition. Any petty expenditure incurred on this account should be charged in a contingent bill.In addition to entry in Register No. 6 as prescribed in Rule 255, all established camping grounds are to be entered in the appendix to that Register specially prescribed for camping grounds, the form of which will be found in the Register and Return Manual after that of Register 6.The rules in this chapter issued by the Board, are based on "Army Regulations' India" Volume X (1912), pages 106 to 112 and Appendix VIII, pages 139-140 and on Government of India, Army Department Circular No. 14977-2 (Q.M.G. - 1), dated 1st November, 1916. [Board's File No. 14-33 of 1917],All such camping grounds are to be inspected once a year by the Sub-divisional Officer. The District Officer should also endeavour to visit such camping grounds as are situated in the neighbourhood of his tours.The charges to be incurred on maintaining camping grounds under the control of the Military authorities and keeping the grounds clear of jungle should not be debited to the Provincial budget estimates. Applications for the provisions of funds for the purpose should be made to the Commanding Officer, Royal Engineers, Presidency and Assam District, Calcutta through the Political Department of Government.
