Section 37(a) in The Administrators-General Act, 1963
(a)a person not having his domicile in any State [in India] [Substituted by Act 25 of 1968, Section 2 and Sch., for "to which this Act extends" (w.e.f. 15-8-1968)] has died leaving assets in any State and in the country in which he had his domicile at the time of his death, and
