Section 4(9)(a) in The U.P. Secondary Education Services Selection Board (Procedure and Conduct of Business) First Regulations, 1998
(a)The decision in a meeting shall, as far as possible be unanimous. In case of any difference of opinion, the decision shall be taken by a majority of votes of the members present and voting and if no decision can be taken due to equality of votes, the Chairman or the Vice Chairman or the member presiding over the meeting shall have and exercise a casting vote.
