Section 12(2) in The Rajasthan Land Revenue (Allotment of Land for Digging of Wells and Installing of Pumping Sets for Irrigation Purposes) Rules, 1979
(2)If there are more than one applicant for the same land, the allotment shall be made keeping the following factors in view-(a)Proximity of the agricultural land of the applicant to the land of which allotment is sought.(b)Priority will be given to applicants for collective allotment over individual applicants.
