(c)in the case of candidates holding a First Class Engine Driver's Certificate, issued under the Inland Steam-vessels Act, 1917, or the Harbour Craft Rules for the Port of Madras, 1935, or the Cochin Harbour Craft Rules, 1947, or the [Visakhapatnam Port Rules, 1950] [Sic. should perhaps read as ], for machinery of type other than for which a certificate as an engine driver of a sea-going ship is required, be for a period of thirty months;
