Section 17(a) in The Special Accommodation Rules, 1959
(a)Before applying for retention of the allotment under Rule 16 of the officer concerned shall before proceeding on leave, training or temporary transfer, obtain and submit to the Estate Officer a certificate from the Head of the Office stating the period and nature of his leave, training or transfer and certifying that the officer would be returning to duty at New Capital on the expiry of that period or, as the case may be, that leave is preparatory to retirement; and
