ORDER
% 26.09.2024
1. The petitioner claims to have purchased property bearing No. C-19, Camp No. 4 Jwala Puri, New Delhi, where two electricity meters were installed. According to the petitioner, one of the meters was faulty, and she is being subjected to inflated bills for the period of July, 2016 to November, 2016.
2. The petitioner admittedly has an alternative remedy before the Consumer Grievances Redressal Forum ["CGRF"] established under Section 42 of the Electricity Act, 2003. The questions raised with regard to fault in the meter, and consequent inflation in the bills require factual determination, which is best left to the statutory forum at the first instance.
3. For the aforesaid reasons, the writ petition, alongwith pending applications, is disposed of, relegating the petitioner to her statutory remedies before the CGRF.

5. It is directed that the petitioner's connection [CA No. 102645881] will not be disconnected, subject to the above deposit.
6. The petitioner will also continue to pay the current dues for electricity consumed.
7. In the event, the petitioner raises a grievance with the CGRF within the period of two weeks from today, the CGRF will pass such further orders as necessary, including as to the interim arrangements. In the event, no grievance is raised by the petitioner within the aforesaid period the aforesaid interim order will stand vacated.
8. If the petitioner is successful in her claims, the CGRF will also pass necessary orders with regard to adjustment of the amount deposited by the petitioner in terms of this order.
9. It is made clear that this Court has not entered into the merits of the matter and all rights and contentions of the parties are reserved.
