Section 22(1) in The U.P. Higher Judicial Service Rules, 1975
(1)Subject to the provisions of sub-rules (2) and (3), the governor shall on receipt from the court of the lists mentioned in Rules 18, 20 and 21 make appointments to the service on the occurrence of substantive vacancies by taking candidates from the lists hi the order in which they stand in the respective lists.
