Section 34A(1) in The Goa Panchayat and Zilla Panchayat (Election Procedure) Rules, 1996
(1)With a view to preventing personation of voters, every voter about whose identity the Presiding Officer, is satisfied, shall allow his left forefinger to be inspected by the Presiding Officer or the polling officer and an indelible ink mark to be put on it.
