Section 24(5) in U.P. Jail Ministerial and Commercial Service Rules, 1983
(5)No Stenographers, Grade-II and III and typist will be allowed to cross-(i)the first efficiency bar unless by his efficiency his work and conduct are found to be satisfactory and unless his integrity is certified,(ii)the second efficiency bar unless he has shown marked improvement in his efficiency bar unless his integrity is certified.
