(1)Prisoners who have to travel by road when on transfer shall be required to walk. Carriage hire shall however be allowed for the conveyance of prisoners when the distance to be travelled by road exceeds five miles, and in the case of any prisoner, conveyance or conveyance allowance shall be provided, irrespective of distance, if the Medical Officer certifies that it is necessary.
