Section 60(1) in The Port Of New Mangalore Rules, 1976
(1)The Conservator shall, from year to year, issue licences to certain approved firms and individuals granting the permission to perform the work of stevedoring vessels in the port and no stevedore shall be allowed to work on board any vessel in the port unless he is in possession of such licence.
