(p)the [suspension, restriction or] [Inserted by Madras Act II of 1930.] modification, so far as may be necessary for the proper carrying out of the scheme, of any provision in [the Andhra Pradesh (Andhra Area) Estates Land Act, 1908, (Act I of 1908).] [Andhra Area Acts.] affecting the conversion of holdings or portions thereof into building land in the area included in the scheme;
