Section 82(1) in Orissa Panchayat Samiti Accounting Procedure Rules, 2002
(1)In carrying out work departmentally, by contract and through any other specified mode, the Schedule of rates to be applicable for works of the Panchayat Samiti shall be determined by Government by a general or special order.
