(2)If there occurs usual vacancy in the office of the President of the Vice-President the members shall elect another member from amongst the members as hereinafter provided, as the President or the Vice-President, as the case may be, in the manner prescribed:Provided that no election shall be held if the vacancy is for a period of less than one month.
