(1)A Government servant who is on leave or about to proceed on leave for whom an advance has been approved by the State Government will not be allowed to draw the advance earlier than a week before the expiry of the leave; but a Government servant who is on leave elsewhere than in India, Burma, Nepal, Ceylon, Pakistan and Aden, or is about to proceed on such leave may be allowed to take it from the High Commissioner six weeks before his departure for India.
