Section 198(2) in Jammu and Kashmir Municipal Corporation Act, 2000
(2)If any private street be constructed or any building, wall, fence or structure erected on any drain or water works as aforesaid without the written permission the Commissioner may remove or otherwise deal with the same as he may think fit.
