Section 2(d) in The Haryana Cattle Fairs Act, 1970
(d)"Deputy Commissioner" includes an Additional Deputy Commissioner and such other officers as the State Government may by notification appoint for the purpose of exercising the powers and performing the functions of a Deputy Commissioner under this Act;
