Notwithstanding anything contained in Rules [12 to 17B] [Inserted by G.S.R. 144, dated 21.1.1964] the title to a lost, stolen, destroyed, mutilated or defaced security may be determined by the Bank by its order vesting title to the security or to the payment of interest only or to both.
