Section 31(2) in The M.P. Bhiksha Vritti Nivaran Niyam, 1977

(2)When an inmate of any receiving centre or certified institution escapes therefrom or fails to return thereto after the expiry of absence permitted to him, the property left by him and the amount earned by him as a gratuity, if any, shall be kept in safe custody by the Superintendent of such receiving centre or such certified institution, for a period of one year from the date of escape of such inmate or the date on which such inmate should have returned thereto, as the case may be. If within the said period such inmate is not arrested and sent back, or does not return to the receiving centre or certified institution, such property and the amount shall be handed over to the Police for disposal in accordance with the provision of Sections 25 to 27 of the Police Act, 1861.
