Section 17(2) in The Rail Land Development Authority (Development of Land and Other Works) Regulations, 2012
(2)The selection by the Authority of a single party for lease of an entire building or several buildings on the land shall be carried out in the manner as provided for the selection of a developer for developing land in these regulations.
