Section 11(2) in The Indian Wireless Telegraphy (Commercial Radio Operator's Certificate Proficiency And Licence To Operate Global Maritime Distress And Safety System) Rules, 1994
(2)The Central Government may at any time require the holder of a certificate of proficiency to produce the same and the holder shall comply with such requisition.
